I tried configuring a Windows Server 2022 to Migrate RDS CALs and made some mistakes, now I'm stuck

I was tasked with building a new Windows 2022 VM to manage "Windows Server 2019 - Installed RDS Per User CALs". I built the server and configured it to use RDS licensing, set it to communicate with the old license server, the secure domain controllers, secure gateways and a couple other VM's in the CDE. I migrated the CALs over(or so I thought) using the license keypak IDs in the Exchange portal. This morning my boss mentioned:
"I'm still seeing the other 2016 and 2022 RDS Cals in "new server".   This also looks like someone configured a 2022 server to use RDS CALs, and we didn't purchase any of them.  So this is a problem.  I'm guessing "new server" is configured that way and it shouldn't be. You have the server setup to use RDS licensing, it should be in remote administration mode."

I'm confused on a couple of things here. First, what is the difference between configuring the server to use RDS licensing and remote administration mode? I followed documentation on setting up and configuring a RDS license server to manage RDS per user cals. I'm new to this and it seems like I'm not grasping some concept here. I'm happy to share any information on what I've done and any help getting this straightened out is much appreciated.

    Hello,

    What is the difference between configuring the server to use RDS licensing and remote administration mode?

    Did you mean mstsc /admin?

    it means you are using remote desktop without license, only 2 users are allowed to login.

    Notes the server version should be License server > CAL > Session Host. And if you want them work without any issue, you should keep them in the same version (like 2019 license server,2019 cal, 2019 session host)
