The tls_branding_config.xml and LServer_PKConfig.xml are corrupt. SFC and DISM are not fixing.

Azure Virtual Server 2022 using remote desktop. After 12 - 14 users login, the machine forces users to use a temporary profile. Problems began about one month ago. Prior to that frequently had as many as 17 users on the machine simultaneously. The machine has an event error indicating the ntuser.dat file is not available when users are forced to temporary profile. Also, an SFC scan indicates the tls_branding_config.xml and LServer_PKConfig.xml files are corrupt. Have done the following to try and fix. Run sfc /scannow. Various versions of dism. Deactivating the license server, removing the feature, rebooting and reinstalling. Same thing for the remote desktop services. Have tried copying older versions of the files to replace the corrupt files. The license server itself reports no errors. Have 50 device terminal server licenses on the machine only 20 of the licenses have been assigned. At a loss as to how to proceed to correct.

sounds like a simliar problem i have at a smaller environment with 2019 rdp server.
take a look at the c:\windows\logs\cbs.log, i think you will find the following simliar:
CSI 00005178 Hashes for file member [l:20]'LServer_PKConfig.xml' do not match. Expected: {l:32 ml:4096 b:a68ced28a12c6d3a25c153e76217f1830e2d94b9c71e4f9b2ebb2b01335af2b6}. Actual: {l:32 b:cfa5c1d46b882f7980fbacca01c6cfe80aad5ec96392d3f839dbd7ef27f40321}. 2024-10-28 11:33:24, Info CSI 00005179 [SR] Could not reproject corrupted file ??\C:\Windows\System32\LServer_PKConfig.xml; source file in store is also corrupted
if you have another rdp dev environment you can check the lserver_pkconfig hash at your own with get-filehash.
you need a file with the corrct hash as expected in the cbs.log.
meanwhile:
i take a look insinde the lserver_pkconfig.xml with the wrong hash. starts with:
