I have tried with multiple users on Chrome and Safari and I'm still receiving the same error.

Same issue here... I am interested in understanding the issue.
If I try to decrypt the error, it seems the user account needs to be added on the Microsoft side but no idea how to do that.
I've been on the phone w/ Microsoft support over the past few days. They suspect that it is a permissions issue. I'm only part way toward a resolution. One thing you'll need to do is ensure that your Azure and Sharepoint/365 instances are integrated. Here are the instructions: https://learn.microsoft.com/en-us/powershell/sharepoint/sharepoint-online/connect-sharepoint-online. I'll followup once I get this figured out.
