I cannot update / edit my primary contact info in 'legal info verification' process despite being the account owner

We have been stuck in the software verification process for months now [only adjustment from our main clients saved us from going under] and our latest hurdle, that no one has replied to for 4 weeks is that I cannot edit my primary contact details - even though I should be the global admin. can anyone suggest how to move this forwards? I think MS locked the contact details or my global admin status as we made lots of changes to the account as we tried to unpick the labyrinth of how to get our software verified.
