I have been approved to use Azure OpenAI months ago and now I am not able to add these resources to my subscription.

I have been approved to use Azure OpenAI months ago and then I started to collect requirements from my colleagues for building up an application. However, I am not able to add these resources to my subscription recently and the application page is closed. What has happened?
