The hardware dashboard API is unavailable, and error -1000 occurred

Recently, I found that the hardware dashboard API is no longer working, and the SDCM program we have will show the logs as following:

Return: -1000 (PARTNER_CENTER_HTTP_EXCEPTION) WaitOption test_HLK_Submission WorkflowStatus was NULL. Will continue to wait... WaitOption test_HLK_Submission WorkflowStatus was NULL. Will continue to wait... WaitOption test_HLK_Submission WorkflowStatus was NULL. Will continue to wait...

Additionally, after downloading the new version of SDCM, I noticed that the authconfig.json file now includes managedIdentityClientId and scope, but I am unsure of how to fill them out. Is there a clearer documentation available? Will the new settings require any changes to the Azure and Entra ID associations that were previously configured?

Furthermore, I would like to ask if Azure still provides free access for hardware signing if no additional features are needed, or if a paid version is required.
