What happened to the step in: "Add User" to be able to send an invitation with sign-in links to a new email user??

I just went to add a new user to our company email and every other time the first page after setting a password had an option to send the invite with login and temporary password to a few email addresses. However, this time... no such option.... I looked through all the steps and the portion that allowed an email to be sent to the new user doesn't have a place to enter in their personal email - so I can only assume it sends it to the new mailbox I am creating - That they cannot yet access!

I even deleted the user and created it again thinking I missed something - no dice. I looked around on the portal after the user was created to see if there was a new area or something that would allow me to send the needed information. I haven't been able to find anything.

Can someone please illuminate me on how I do this now?
