@Suparerk Tatiyapornpun, Thanks for posting in Q&A. Based on my researching, I only find the app can get from apple store. Not find any DMG or PKG to download manually. I have added the tag "Azure VPN Gateway " to see if there's any DMG or PKG file can be provided to you.

Meanwhile, I would like to know if your company have Apple Business Manager, if yes, you can try to purchase the app there and deploy it via VPP in Intune.
