All sensitive labels can be added to all MS assets except one which can't be added to Email (exchange)

This one has me stumped. I have several classification labels which I was able to add to the email exchange (sensitivity tab), however I made a few changes to one label (Restricted) then changed it back. Now that one label works in everything (Word, Excel....) but I can't add that one label to MS Exchange anymore. I deleted it and re-created the label, but still can't add the label to the email exchange. The settings are the same as the other labels in which I can add to the email via (sensitivity tab and auto labeling). I also have it set for auto-labeling. One thing to note the message does appear, (Top right of the email), but the label doesn't. So it doesn't label the email using auto labeling or manually applying the label.

    To recreate: deselect, control access wait until it becomes active, then go back and select, control access wait until it becomes active then test it b.y adding it to Email (MS Exchange)
