This one has me stumped. I have several classification labels which I was able to add to the email exchange (sensitivity tab), however I made a few changes to one label (Restricted) then changed it back. Now that one label works in everything (Word, Excel....) but I can't add that one label to MS Exchange anymore. I deleted it and re-created the label, but still can't add the label to the email exchange. The settings are the same as the other labels in which I can add to the email via (sensitivity tab and auto labeling). I also have it set for auto-labeling. One thing to note the message does appear, (Top right of the email), but the label doesn't. So it doesn't label the email using auto labeling or manually applying the label.

Thank you for the question and for using Microsoft Q&A platform.
The restricted label is configured exactly like the Critical label with the exception of sensitivity type and label priority. It has the same access control settings not using user defined permissions. Works in everything but not in the Email when selecting sensitivity tab or auto-labeling. Strange because it was working before. I have no idea why , Restricted label not working with the Email and all other labels are.
It does work in OWA.

I agree that this issue looks strange and I wasn't able to reproduce this issue. If you have a support plan could you please file a support ticket for deeper investigation and do share the SR# with us? In case if you don't have a support plan please let us know here.
After testing a few configurations on the (Restricted) label it appears that when I disabled the, "Control Access" I was able to add it to the Email. I then set it back to assign permissions (on the access control page) then the issue started (couldn't add to Email). I tested this configuration again and the same thing happened. I can add the label when the , "Control Access" is deselected. When I select the "Control Access" the label is not able to be selected and added to the Email. Works in OWA though.
I deleted the label from the Label Policy and Labels configuration. Then recreated it. With the deselected configuration, I can add to the Email and add the encryption from the Encryption tab on the ribbon of the Email. But that's not Idea for our situation. We are hoping to use auto labeling which has worked.
Is there anything in the Email app (MS Exchange) that may be prohibiting the Restricted label from being selected?
