I keep receiving this message:-

Please wait until your other ongoing creations are complete before trying to create again. You can also check progress of previous requests in Image Creator.

1. Wait a day
2. Clearing search history https://www.bing.com/profile/history
3. Check if your account has been banned.
   Some subtle word orders in prompts can allready lead to beeing flaged as 'inappropriate'.
   If so, you have to appeal https://rewards.bing.com/support or https://rewards.bing.com/support

MS is still tuning limits and filters. What works today might not work tomorrow. Good luck.
