Why can't i access powerpoint files through a specific microsoft account

I have 2 accounts, from one of them I can easily access the pptx file, but when i switch accounts, on the same internet connection, wifi connection everything, I cannot open the same pptx file. It says error before even opening that. "sorry we could not connect to the server. Please try again later".

I have not purchased anything from either of the 2 accounts. why can i open the file from one of them and not open it from another

    Where are these presentations stored? Such as local folder, OneDrive or others?
