Always stuck in 'disabled' state.

And Ongoing charge.

    Disabling and enabling are operations performed at the subscription level.

    Typically, when a subscription is disabled, the MySQL servers under that subscription also become disabled. Please verify if the subscription is enabled. If it is enabled but the server remains disabled, you may need to open a support case to check the state of the server and make to available.
