REFS formatied storage pool very busy

Question

My REFS-formatted storage pool is very busy (95 - 100%) after a system boot for several minutes. It then becomes unbusy and is good. My pool consists of three 14TB SATA drives striped for speed. I was hoping the REFS could provide a minimum level of security in case of a disk failure. As funds become available, I will be installing an eight SAS disk array using storage spaces with either one or two parity disks in the future. I do not want this high utilization rate upon boot with the following array. Is REFS the source of this high utilization rate upon boot? Is this a regular part of running REFS? Is REFS moving data around to provide higher resiliency?

I suggest that we could check Windows Update, if any security update could be found, installing it to check if the issue could be solved.

Meanwhile, you could try to use defrag command tool defragmenting ReFS-formatted storage spaces. It can also perform free space consolidation.
