Thank you for posting in Q&A forum.
In the start menu, "Turn Windows features on or off", first turn off and then enable the "Windows Subsystem for Linux" feature. If the problem still cannot be solved, I recommend installing the latest version of wsl, you can refer to the following link:
https://github.com/microsoft/WSL/releases
