Create members to my organization in Microsoft Teams

I am trying to create members to be able to add them to my organization of Microsoft Teams. I have received help from Microsoft where I have been sent to Microsoft 365 Admin Centre, then users, guest users, add a guest user, after entering details and selecting USER it takes me to directory roles where I was advised to select Guest Inviter (see attached picture). I am still only able to invite guests not members. I need to create the members somehow to add to my organization.Microsoft Teams TS

    Basically guests - means people outside your organization, and members means people inside your organization.

    So anybody from outside your organizations can be added only as guest. Site owners can control what guests can access and what can not. Refer the following article for more details.
