I cannot install the SQL server developer version on my new laptop

I cannot install sql server data base engine services and couple of other sql services. It always giving me error. Below is the error details

Feature failure reason:

An error occurred for a dependency of the feature causing the setup process for the feature to fail.

Error details:

There is a problem with this Windows Installer package. A program run as part of the setup did not finish as expected. Contact your support personnel or package vendor.

    When installing new software on your computer, errors do occur. There may be different reasons for this error, but the most common one could be the incompatibility of the files with the OS version, bad sectors on the disk, or damaged registry entries.

    1. Run a PC repairing software.
    2. Restart your device.
    3. Use Safe Mode to remove unnecessary programs.
    4. Use CMD to fix this error.
    5. Turn on the Windows Installer.
    6. Unregister and re-register the Windows Installer.
    7. Enable Windows Script Host.
    8. Perform a system restore.
