Windows laptop cannot get correct location

We installed 17 APs on our new office in Australia, the time zone is not correct on their laptop when they turn on Wi-Fi, which the location and time automatically set to London. The issue should be that the windows location service is not up to date.

I tried to follow this post to fix the issue but failed (I have waited for more than 10 days). Please advise how we can fix the issue.

    For the problem, please try to connect to a different Wi-Fi or a wired network to see if the location changes. This can help determine if the issue is specific to you Wi-Fi.

    If it is the case, it shows wrong location only when you connect to your office Wi-Fi. Sometimes the location of Wi-Fi router can be misregistered in databases used for location services. Please check the router settings.

    And the link you provided is broken. Here are some general checking steps for you reference:

    1.Ensure Location services are On (Settings>Privacy & Security>Location).

    2.Disable VPN or Proxy if you are using.

    3.Flush DNS Cache. (Open Command Prompt as Admin and run "ipconfig /flushdns")

    4.Update Wi-Fi driver.

    5.Reset Location settings or set a default location.

    You can set a default location for your device that Windows, apps, and services can use when a more exact location can’t be detected using GPS or other methods.

    (Settings > Privacy & security > Location under Default location, select Set default
