On latest Win11, When call IApplicationActivationManager interface method ActivateForFile to start uwp application with file argument, it always return 0x80270254 error code. Anyone know why?

The error 0x80270254 means "This app does not support the contract specified or is not installed".
Can this API IApplicationActivationManager be used successfully with uwp with file parameters in previous Windows versions?Thank you.
