Autopilot Device Prep hangs on Black Screen with Mouse Cursor

I have been doing a lot of testing with Autopilot device prep on various models of laptops and VM's. regardless of the model of device It successfully goes through the OOBE/Device Setup process, and then after the "Hi" and "Welcome" screen, the screen goes black with a white mouse cursor and doesn't ever proceed past that unless i hard reset the device.

I have no idea how to troubleshoot this and its become a showstopper for me. looking for some advice.

My Autopilot device prep policy is bare bones too, nothing fancy going on. it isn't installing any apps or scripts and is just the basics.

    For this issue, I find some customers mentioned that it can be with the configuration profile "Interactive logon: Message text for users attempting to log on" and "Interactive logon: Message title for users attempting to log on". Please check if you have configured this profile in your environment.

    I fixed this issue by assigning the configuration profile to a user group instead of the device group.
