I watched the video you provided and tried it in Visual Studio 2019.

When I opened the Document outline window for the first time, TopAppBar / BottomAppBar was not displayed, so I found it in the Document window after adding it manually, right-clicked, and nothing happened.

I rebuilt the project and restarted Visual Studio and it worked:

You can try restarting Visual Studio, or use related software (Blend for Visual Studio) for programming. But if you are a beginner, you can try to manually enter the relevant xaml tag of the CommandBar, this will help you understand its construction.

I know iv already did that and nothing happens no app bar even no side app or bottom app bar on my visual studio I don't even get a top bar or side bar im trying to get it to show a app command bar but nothings happening even on blend for visual studio 2019

Not necessary, you can copy this code into the XAML code of the page (Please put it inside the Page tag):

<Page.BottomAppBar> <CommandBar/> </Page.BottomAppBar>

Then you can find BottomAppBar in the Document Outline

Hello, the structure of the entire file looks like this:

<Page ...> <Grid> ... </Grid> <Page.BottomAppBar> <CommandBar /> </Page.BottomAppBar> </Page>

For markup languages, tags must be closed. I see that there doesn't seem to be a closed Page tag in your XAML code

Soory, but it was this that puzzled me. The code for AppBarButton has been shown in the video, you just need to enter it as written in the video. Many times we don't rely on Toolbox to add controls (of course this is one way), but entering controls in XAML editor will be faster.

I can't select the add command because its grayed out. I can't save my media element I save it successfully before closing the VS after I close then reopen it after saving it disappears after saving it its not there anymore on my document outline after trying to add it from toolbox.

You already have a CommandBar in your BottomAppBar, you can delete it and try again. If you have been unable to add, you can directly enter the CommandBar tag in the XAML editor to create the control.

In addition, you said that MediaElement disappears after Visual Studio is closed. Is it because Visual Studio saves abnormally? Or you can click on the arrow which before the Grid in DocumentOutline, it may be folded.
