@Hunter9676, Thanks for posting in Q&A. From your description, I know the quality update profile is deployed with error "expedite client missing". But the update health tools are already installed.
Please check the following information:
- Please look for the folder C:\Program Files\Microsoft Update Health Tools or review Add Remove Programs for Microsoft Update Health Tools. to double confirm if it existed.
- Check the Microsoft update health tools (Expedite client) which are responsible for receiving the update service is started.
- Make sure the windows update service isn’t disabled or something like that
- Please ensure the prerequisites are met. https://learn.microsoft.com/en-us/mem/intune/protect/windows-10-expedite-updates#prerequisites
