Why am I am unable to add a recipient to a subscription?

I have a pro license and I have created a dashboard and added recipients to a subscription previously. Recently I have tried adding additional recipients to the subscription, however I am getting an error "Free user groups can only subscribe to dashboard backed by Premium capacity". Note there are only 11 recipients added to the subscription thus far.
