How to find out the exact "Date" a specific URL was "Manually Submitted" to the Bing search engine by a third-party website owner?

Is it possible to obtain the exact date when a specific URL (webpage) was "manually submitted" to the Bing search engine by a third-party website owner? I understand that Bing was launched on 3rd June 2009. The manual URL submission was done by the website owner during year 2022. Legally, does Microsoft have to keep a record of the exact dates of such manual URL submissions? Who can I contact at Microsoft to find out this information/date? Have I posted this inquiry in the correct forum, as I'm wanting to obtain an official reply from Microsoft? Many thanks in advance.
