It's hard to understand this abnormal behavior.
I suggest creating a support ticket asking for details about what happened and how this situation can be prevented next time.
It could be you are entitled to compensation as seen in the SLA of Stream Analytics (I could only find this link pointing to the Chinese Azure cloud).
