Can you please try to run the “CleanFabric.ps1” script. This has resolved installation issues for many users.
If the error persists after cleaning the fabric, you may try and check for error details in the chainer.txt file. You can navigate to c:\Windows\Temp\HpcSetupLogs\HPCSetupLogs-xxxxxx-xxxx and examine the chainer.txt file.
Also, please ensure that the SQL Server instance is running and accessible.
