Based on your description of the issue, the problem may be with the Outlook mobile client, as you have updated the version of Exchange 2016, which may result in unsupported versions of certain outlook versions, I would like to confirm the following information with you so that we can better troubleshoot your issue:
- May I please know if this issue is particular to the three recipients or all recipients are affected when using mobile?
- Can these three users send emails normally or is it only when replying to emails that the error is reported.
- What mobile client are they using?Native mail App or Outlook for Android/IOS? Is the outlook mobile they are using a new version or an old version, if it is an old version please try to update it, if it is a new version please try to fall back to the old version.
- Check if the UPNs of these users match the SMTP address.
