If you scope SSPR to a group, then yes ,only those users will be able to reset their passwords.
Other users will get an error if they attempt to change the password otherwise no other effects.

My question is, if I enable self service password reset to a group does the changes impact only to the users added to the group? My set up is kind of on prem with Azure AD Connect for sync between.
