My question is, if I enable self service password reset to a group does the changes impact only to the users added to the group? My set up is kind of on prem with Azure AD Connect for sync between.

If you scope SSPR to a group, then yes ,only those users will be able to reset their passwords.
Other users will get an error if they attempt to change the password otherwise no other effects.

So the normal process I used to do is go to my On prem AD admin center and unlock / reset password for them. If I configure SSPR on the other hand the users that weren't added to the group which was used on SSPR will be not effected any ways yep.? I'm just thinking of due to these configurations for SSPR would I get any bad impact on the other accounts which I'm not willingly to migrate to SSPR for now.
No, there will be no impact to their accounts other than they cant reset their passwords in Azure.
