After following the steps for google workspace migration to Microsoft exchange (on a business standard license), I get stuck after the Prerequisite have been checked off and APIs are successfully validated. I should be getting a JSON file but there are none in my downloads. I tried incognito, in-private and regular browsing in Edge/Chrome. The issue is the same. I have heard of a similar user on reddit having the issue 1 day ago.
Is it possible there's a bug ? Is there way to manually create the JSON so we can move forward ?
As you have done, firstly we need to check the device issue, such as to disable anti-spam application and firewall, to test with other device and other network. This step is to download the date from Google Workspace, it is better to connect Google Workspace support team (Google Workspace Admin Help) to check if there is something changed recently that may caused this issue.

I am having exactly the same issue. I was trying to get help from Microsoft support but they are giving me a bunch of articles to read and not really solving this problem. I am also guessing it's a bug.

There is a Policy in Google named: "Disable service account key creation". You need to set enforcement to off. See: https://stackoverflow.com/questions/78161775/organisational-policy-permissions-google-cloud-for-microsoft-migration
