Have solved this at last. Turned out to be Malwarebytes blocking but not notifying :(
IKEv2 not responding to certificate request
I am connecting to a strongSwan VPN using IKEv2. After a reboot the connection works, but after a disconnect and reconnect I get the message that the remote server is not responding, however it is clear from Wireshark that a connection has been initiated and a response has been sent:
The response includes a certificate request, but this is where the communication stops with a warning that the remote server is not responding.
When (after a reboot) the connection works, there is regular communication back and forth, not just these 2 transactions

May I know if there is any error message when connecting failed? If yes, I would suggest you contact strongSwan VPN support for further troubleshooting. Please understand, strongSwan VPN is a third-party VPN client and we are really not familiar with it.
If you want to know deeper about the Wireshark network traffic results, analysis of network traffic is beyond our forum support level. I would suggest you open a case with Microsoft where more in-depth investigation can be done so that you would get a more satisfying explanation to this question.
