it may also happens because of your usage of the service something like eligibility of using this type of subscription.

I wish anyone from Microsoft just clarify this issue for us so we know what's it about?

I have the same issue, and my OneDrive storage has been reduced from 5TB to 1TB. Moreover, I tried to change it back to 5TB in the settings, but it didn't work.

So, if you joined the developer program and you're trying to sign in on the profile/dashboard, you should sign in with the email address you used to join the program e.g. myname(@)hotmail.com or myname(@)contoso.com, NOT with the admin account of your developer subscription (myname(@)doman.onmicrosoft.com). If you are trying to redeem the offer of a new developer sandbox, there are currently service issues preventing most customers from redeeming the offer. We're sorry to hear that you are having issues joining the developer program. We're also updating the error message to be more specific. Country-specific outages

We recently had some service issues and many countries were temporarily blocked from joining. This issue has resolved but note the following: Geographic limitations. For technical and security reasons, the Microsoft 365 Developer Program only supports a subset of countries/regions listed here: Microsoft 365 International Availability. We review our supported country list regularly. If you are unable to sign up from your country or region, then it means we do not support it at this time. Membership benefits

While you can still join the developer program, access to the free Microsoft 365 E5 subscription is currently paused for the short-term while we adjust the qualifications for that benefit. To stay apprised of changes, please follow our blog.

Subscription account login this dashborad will lead to another error, not 41101 , and i dont know why the subscription deleted ( edge remembered my logon account/pwd before) still can login admin portal, https://admin.microsoft.com/AdminPortal/Home?#/homepage . So this Error definitely other reasons, please check , CODE41101
