Could you tell me how you encountered this situation? Does it occur when installing Visual Studio?
If the Microsoft.VisualCpp.Redist.14 is downloaded, please go to the default download cache folder (%programdata%\Microsoft\visualstudio\packages) > navigate to the Microsoft.VisualCpp.Redist.14.xxxx folder > find the application like VC_redist.x64.exe > try to manually run it. Then, go to Visual Studio Installer and repair the installation.
You can also individually download and install the latest Microsoft Visual C++ Redistributable from the page. Then, go to Visual Studio Installer and repair the installation.
Furthermore, you can use the Program Install and Uninstall troubleshooter tool to uninstall all the Visual C++ Redistributable items and retry the installation.
If it doesn't work, please go to %temp% folder and share us some logs files like dd_setup_xxxx.log.
