Windows 11 upgrade on an unactivated certified Microsoft refurbished PC

I purchased a couple of refurbished PC from a Microsoft-certified refurbisher and the initial install and install of the OOBE was wonky but the systems did come up with Windows 10 Pro and started the update process. After the last reboot, I have the option to upgrade to Windows 11 is available.

The refurbisher tech support was not available as it is the weekend and I am wondering if I should proceed with the build and decline the upgrade to contact the refurbisher or proceed with the upgrade and activate after. I am not sure if upgrading now will make my digital license invalid.
