How do I block emails from no senders?

Hi, I have started getting a lot of spam emails from no sender so can't junk them, they change the total of the email and they all come through again. What is the process of blocking no sender emails?

    1. If you are using Outlook, then visit https://outlook.live.com/mail
    2. log in with your account.
    3. Open Settings.
    4. Select the Rules
    5. Add new rule
    6. Type No Rule in Line 1.
    7. In Line 2 select To and add your email address as the recipient.
    8. you to select an action such as deleting unwanted emails or annoying emails or moving them to a specified folder. Select Move to in the first drop-down.
    9. Select/create the Junk folder in the next drop-down. You can also create a Spam folder.
    10. Click on Add an exception.
    11. Select Sender’s address includes from the first drop-down.
    12. In the Enter all or part of an address field, type @
    13. Save.
