For your error, as I know, it may happen when your organization disabled the auto-forwarding.
I have followed the directions but still have issues.
Have you tried to contact your administrator and change the setting of Outbound spam filter policy?
If not, please try to change your setting in the Security & Compliance Center(Threat management>Policy>Outbound spam filter policy>Edit policy>Automatic forwarding>On-Forwarding is enabled).
Also, we could enable this feature through the Exchange PowerShell. It's suggested to change the “AutoForwardingMode” parameters via cmdlet. For more information, please refer to this article: Set-HostedOutboundSpamFilterPolicy.
If you have changed the settings through the 2 methods mentioned above, considering the working time may be affected by the internet of your server and client, it may take a few hours to work, please kindly wait it for a while.
