Just an update - turns out it was either logmein or cisco video conferencing that was causing the issue - removed both and it works now. Not sure which but client says they don't think they'll ever use those again so we didn't get a chance to narrow it down but it was one of the two.
Laptop camera for teams only works if I leave the lid up

I have an external monitor so I normally live the laptop lid down. If I open it for Teams it will not work unless I reboot. That wouldn't bother me but zoom and other programs don't have an issue with the camera if I close and open the lid. What is special about Teams that makes it have this problem?
To be clear after I close the lid and reopen it, the camera still shows in device manager. If I go to teams settings, the camera is there but only shows black and won't successfully complete the test call.. If I open zoom, the camera works fine after closing and opening the lid.

Do you mean you need to restart Teams client to make Laptop camera work when your laptop lid down?
If you are using Teams desktop client, we recommend you try to use Teams web client via InPrivate browsing window to see if this issue still persists.
In addition, we highly recommend you try to use the qualified/certified cam device for Teams client for better experience. For more details about certified cam device list, you can refer to:
