I’m afraid, currently, there’s no roadmap for when SSDT will be supported on Windows 11 ARM.
This document: changes in SSDT for Visual Studio 2022 says:
The core SSDT functionality to create database projects has remained integral to Visual Studio.
There’s no SSDT standalone installer for Visual Studio 2022.
So the SQL Server Data Tools
component is included in Data storage and processing
workload. To install SSDT, you need to install Data storage and processing
workload.
However, as this document: Visual Studio on Arm-powered devices says:
Visual Studio 2022 version 17.4 is now available as a native Arm64 application on Windows 11 Arm64. This will be the first version of Visual Studio that will natively support building and debugging Arm64 apps on Arm-based processors. This latest version of Visual Studio eliminates the dependence on x64 emulation for most developer workloads.
The Data storage and processing
workload is still not listed in the "most developer workloads" list.
I recommend voting for this thread: Arm64 support for Data storage and processing and follow up that thread for any latest update.
