Flashing taskbar and searchbar on dual monitor setup.

Does anyone know if a windows update could disrupt the taskbar on Windows 10 Pro devices? I have a handful of different devices and the issue happens on every single one of them. Two monitor setups and when you click on the 2nd monitors Windows icon (monitor that is not the primary and only has a windows icon rather than a search bar like the primary) the task and search bar on the primary start flashing. Not a huge deal, but it does freeze up for a second and then goes back to normal if you hit the esc key. Trying to figure out if it's a corrupt user account or the latest Windows update caused the issue. Can't find much documentation regarding the issue. I have already reimaged a few as a test, issue starts happening after a reboot and update to the latest windows update. Tried reverting and it still causes the issue though. Display drivers are there and up to date.

    Hello there,

    An update might also be the reason and as it seems reverting is not been helpful we might try some troubleshooting and see if that helps.

    -Open "cmd" as admin

    -In the Command Prompt window, type "reg delete HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\IrisService /f && shutdown -r -t 0" and press the Enter key.

    -This will restart Windows and after restarting see if that helps.

    System file check is a utility built into the Operating System that will check for system file corruption. The sfc /scannow command (System File Check) scans the integrity of all protected operating system files and replaces incorrect, corrupted, changed, or damaged versions with the correct versions where possible.

    -Press the Windows key and X at the same time.

    -Choose Command Prompt (Admin) from the context menu.

    -In the command prompt, type sfc /scannow and hit Enter.

    -Exit command prompt.

    -Restart the PC and see if this helps you.

    This situation occurs only when I use the DisplayPort cable from my HP laptop to the external HP monitor. If I use the DVI it doesn't happen( I didn't check the resolution setting using the DVI. I'll need come back and add another comment). Also, it only happens when the resolution, in my Nvidia Control Panel, is set to 1600x900, which is the default. If I go down to 1440x900 it stops the flicker. I'm wondering if the flicker is causing any other problem other than the taskbar flickering, because 1600x900 gives a better image. Also, note that I'm using 2 different converters to connect each of these ports to my laptops HDMI port.
