Unable to log onto azure ad joined AVD

Randomly I would stop logging into AVD using the Remote Desktop App (windows or mac). What happens is after I enter my credentials, it goes from Initiating remote connection to Securing remote connection and M365 login page comes back for reauthenticate. I'm stuck in this loop. I have this VM configured in the Azure AD authentication to do SSO (RDP will attempt to use Azure AD authentication to sign-in. The AVD is Azure AD joined. My user account is AADsync'd. To troubleshoot, I removed the SSO and I still can't log in. Without the SSO it logs me into the windows login and my credentials don't work. I get the error "the sign-in method you're trying to use isn't allowed. try a different sign-in method". I've excluded the Azure VM sign-in in cloud apps in conditional access policy to no avail. I also tried with Remote desktop for mac, the same issue. With an Azure AD only/cloud only account, it works fine; no issues. The only fix I found with my AADsync'd account is for me to log into AVD via web as that works fine. Once logged in, I can log out and then use the Remote Desktop client to log in and it works fine. It works for some days and then the issue resurfaces. I've searched online and it seems no one has reported this issue. Strangely when I fail to log in, Azure AD sign-ins show that windows log-in was successful. Has anyone having this issue as well and how did you resolve it?
