Localhost refused to connect when running CosmosDb emulator

I am getting the below screen when I launch the data explorer after installing the cosmos DB emulator.

I have tried deleting the certificates, removing the folder from LOCALAPPDATA and reinstalling, but nothing seems to work. Any help on this would be greatly appreciated.

    Faced with the same issue. Tried to run on different ports with no luck. As it turns out, some process was running and was blocking to start of the emulator properly. Once I killed it - the emulator started successfully

    Welcome to Microsoft Q&A platform and thanks for using Azure services.

    As I understand your question, you are getting Localhost refused to connect when running CosmosDb emulator.

    You have mentioned that you have tried deleting the certificates, removing the folder from LOCALAPPDATA and reinstalling, and this does not help.

    Please also enable access to emulator on a local network. You are also suggested to use Docker emulator image.

    Please check if this helps.
