onedrive error 0x800701aa when trying to open file in onedrive

Question

I have loaded a file into one drive. I can open it on the original computer, from the onedrive folder in file explorer. I can see it in the online version of onedrive from either computer. I want to open it on my other computer. I can see it in the onedrive folder in file explorer on the second computer, but I can not open it. I get the error 0x800701aa

What's the status of the files in OneDirve folder, I suggest you check it:

If the icon status shows "cloud", it's just a placeholder to show that the document is local, the actual file is not saved locally.
You should re-sync the files locally.

the file is on computer 1, and is available locally, but the icon is the cloud icon on computer 2, and is not available locally, how do I make it available locally. what is the process to sync it.

to get the file synced on your computer right-click on the file and click Always keep on this device:
