As mentioned earlier and while being the service provider of an IT firm, we checked the control panel and he had Office 2013 installed. We even removed it and restarted his PC, but still the same error.
Additionally as mentioned once again, I tried the installation on my own computer as well which had Office 365, the installation window simply disappears after a few seconds on mine "without" the error. There is no instruction given on what Office you must have or not etc. before installing Project Standard 2021.

MS Project Standard 2021 - Not Installing

We recently purchased a Project Standard 2021 license and issued it to the user.
The user can now access the download link from his portal for the software including the license key.
However, after downloading, extracting and executing the installation he got error code 0-2054 .
We looked into it, removed his old Office, restarted the PC, even connected to private network without firewall, etc. but same error on that PC.
Then later after attempts on other devices and networks, I asked him to send over the installation file for me to test the installation on my PC (without activation in mind of course).
I extracted and executed the "setup" installer, but the installation window simply disappears from my screen every time I execute it after a few seconds.
I don't think the 3.7MB installer file for the MS Project Standard 2021 software is working from the provided link on his portal, for have been struggling for a couple of days on this now.
Appreciate any help on this serious matter as the user has legally purchased the license but the product was unable to install on 4 different PC's and separate networks.

If you have installed Office 365 on the same computer, make sure all products installed on the computer must be using the same update channel. You should check the update channel of Office 365 you are using and config the same update channel for Project Standard 2021.
For installation on user's PC, we recommend they to do a full clean up of Office 2013 and try to install it again. You can refer to this link uninstall-office-from-a-pc-9dd49b83-264a-477a-8fcc-2fdf5dbf61d8 to uninstall Office 2013.

I was able to get it work after creating the configuration file from config.office.com and used PowerShell to download and configure the application.
