What is the best way to Manage Azure Resources for billing?

Question

We have several subscriptions, and inside the subscriptions there are hundreds of Resources groups, unfortunately it seems like inside of those resources group there's only 1-3 VMs (let me know if this is not the best practice). Now the challenges are for the billing, mostly the billing is split by cost center and Application name. What is the best practice to manage this condition? Is using TAG will be a good idea? Thank you

Tag is a best practice but for identification and responsibility. In your case Tag's will be useful to track and calculate the expenses according to cost center. You will have to make sure all the resources that are created are tagged, there might be some users who don't or forgot to do that. In those cases you can set policy definition; more details on the below link.
