Hi,
I have wasted months in trying and have exhausted the brains trust that is the internet in trying to find a way to install 1903 on my HP Pavillion, to no joy, and I have come to the realization that the laptop must be too old to upgrade, so I want to find a way to ignore any future feature updates, so that I am not left in a constant update/rollback loop.
Doe anyone know if that is possible and how that might be done? Otherwise I may consider blowing the OS away and installing Linux. I am at that point.

Windows 10 1903 is not available to download from Microsoft website for consumer laptop. It is only available to download Windows 10 1903 ISO from Volume License Service Center for Enterprise devices.
If you have Windows 10 Pro or Enterprise product key, we could defer system to install feature update from Windows 10 1909 to upper system version for upto 365 days.
Path: Settings\Update & Security\Windows Update\Advanced option\Choose When update are installed.

As mentioned, I have exhausted what I believe every avenue for upgrade is. Installing from Windows update, installing from ISO, uninstalling pretty much all third party software, including AV, removing USB devices, resetting WIN10 Tile store, resetting Winupdate, ensuring there is enough disk space, going through the device manager manually for every device listed and selecting upgrade device driver, then searching on the net for updates.
As mentioned, there must be a limitation somewhere that is preventing Win10 feature update from installing. As this is a Win7 --> Win10 upgrade, there is no WIN10 CD/license key that I have so that I can reinstall WIN10 fresh, which seems about the only avenue left for me to try.

For Windows 10 home version, we even have not corresponding option to defer Windows feature update. It is not like Windows 7 as Windows 10 have changed it's architecture to prevent make more changes on Windows Update.
As you upgrade from Windows 7 to Windows 10, so if you want to reinstall Windows 10, the only official is download Windows 10 1909 ISO image to install. Or you need to reset system through Settings\Update&Security\Recovery\Reset this PC. It will keep your personal files.
