How to deploy 24H2 on VMware without corrupting first user's profile?

It has been found that that Windows 11 24H2 has a corrupted user profile of the first user logging in post-VMware Guest Customization. The issue is not found in 23H2, so something has changed on the Microsoft side. I see other issues pointing to Microsoft disallowing third party apps that customize things (like Explorer). Wondering if there's any modifications that can be made to the template Win11 24H2 VM that'll prevent this behavior.
