Hi,
How long has this user's account not been logged in for?
When your OneDrive license ends, you may no longer be able to edit your files. For the first 30 days after cancellation, you can still see, edit, and download your files, but after that, it goes read-only for the next 90 days. If you exceed the storage quota, you won't be able to add, edit, or delete files and folders.
To protect the security of your account and file status, Microsoft can retain customer data stored in Microsoft 365 for 90 days after unsubscribing, so that subscribers can extract the data. After the 90 day retention period, Microsoft will disable the account and delete customer data. If there is no operation for 6 months, your files will be deleted and cannot be recovered.
You can delete certain files or move them to another path before or within 30 days after the subscription expires.
