On premise 2016 to exchange online

Hi all, i have a hosted exchange 2016 with 22 tenanats that I need to migrate. I don't want to install AAD connect or hybrid.

Is there a way to do it manually by importing a CSV file?

Or do a cutover with selective mailboxes?

    If you are not using AAD Connect or Hybrid, it is recommended that you use a PST file for import/export:

    1.Use the New-MailboxExportRequest cmdlet in the source Exchange to export mailboxes to a PST file.

    1. Move the PST file to the target Exchange server.
    2. Use the New-MailboxImportRequest cmdlet in the target Exchange to import the PST file to the appropriate mailbox.
