Cannot validate SPF on a Custom Email Domain on Azure Communication Services

I am setting up a custom email domain on Azure Communication Services.

In the Email Communication Service > Settings > Provision Domains I have added my custom domain, verified that I own it with the TXT record, but I am stuck on the SPF validation.

The instructions require adding "v=spf1 include:spf.protection.outlook.com -all" to our DNS, which is already in place; however, it won't pass verification, and the SPF status is "could not verify ... configure"

Our SPF record in place has multiple include's (which should be acceptable format) and one of the include's is the required one for this setup. So I'm stuck and need some help.
