I understand that you cannot create MySQL Flexible server on Free Account.
This is not necessarily a limitation of test accounts, but rather a restriction related to specific regions.
Possibly:
- Some regions may have restrictions or capacity issues that prevent new resources from being provisioned. You can try creating the server in a different region where there are no such restrictions.
