Cannot create MySQL Flexible server on Free Account

Hi,

I've created a test account outside of my organisation to test a few services. Unfortunately, I cannot create a MySQL flexible server as I get the following error. Is it a limitation of test accounts?

I've tried with different regions and it's all the same.

This is not necessarily a limitation of test accounts, but rather a restriction related to specific regions.

Possibly:

1. Some regions may have restrictions or capacity issues that prevent new resources from being provisioned. You can try creating the server in a different region where there are no such restrictions.
