Need help with creating Gateway

When I'm creating VPN gateway in Azure, I need to choose virtual network. When I choose it, system says "Network is in use".
What am I doing wrong?

    Did you follow the step-by-step guide over here?

    Create a route-based VPN gateway using the Azure portal
    https://learn.microsoft.com/en-us/azure/vpn-gateway/create-routebased-vpn-gateway-portal

    Make sure the the address space cannot overlap with the other virtual network you'll need to plan your network configuration accordingly.
