Based on the description, I understand your question is related to bitlocker.
Steps to make sure I am the administrator: Open control panel, click User Accounts, then manage another account, select your account and click on Change the account type. Select Administrator and click Change Account Type.
Find out if Bitlocker is enabled on my laptop and disable:
Try run below command to check Bitlocker status on your machine and disable it:
manage-bde -status
manage-bde -off C:
